Among the items that Council approved during the regular meeting were:
- Third consideration and adoption of an ordinance amending recycling rates.
- Resolution authorizing a Provider Participation Agreement with the Iowa Department of Health and Human Services (HHS) Ground Emergency Medical Transportation (GEMT) Uncompensated Cost Prospective Payment Program.
- Resolution authorizing an agreement for the intergovernmental transfer of public funds between the Iowa Department of Health and Human Services and the City of Indianola Fire Department.
- Resolution approving additional funding for the Downtown Facade Improvement Program Project.

Oath of Office Administered to Incoming Council Members
At the outset of the meeting, four elected officials were formally sworn into office: Mayor Steve Richardson, At-Large Council Member Bob Lane, Ward 2 Council Member Ron Dalby and incoming Ward 4 Council Member Tiffany Davis. Their terms will officially begin on January 1, 2026, and extend through December 31, 2029.

Recognition of Service: Council Honors Outgoing Member Christina Beach
During the meeting, the Indianola City Council took a moment to recognize outgoing Ward 4 Council Member Christina Beach for her dedicated service over the past four years. Council Member Beach was commended for her commitment to the community, thoughtful leadership and contributions to key initiatives that have helped shape the future of Indianola.
As she finishes her term, the Council extends heartfelt thanks and best wishes for her continued success.

Rob Hawkins Officially Sworn In as Indianola’s Police Chief
Rob Hawkins was formally sworn in as Indianola’s new Chief of Police. The ceremony marked a significant milestone in Hawkins’ distinguished career with the Indianola Police Department, where he has served in various leadership roles since joining the force in 2000.
Council members and City officials welcomed Hawkins into the role with appreciation for his steady leadership as interim chief over the past several months. His appointment reflects a deep commitment to public service and a strong connection to the Indianola community.

City Welcomes New Public Works Director Eric Stevens
Eric Stevens was formally introduced as Indianola’s new Public Works Director. Stevens joined the City following a comprehensive recruitment and selection process. He officially began his role on December 2.
Bringing extensive experience in engineering and leadership, Stevens will oversee all public works operations, including infrastructure planning, capital improvement projects and departmental management. City officials expressed confidence in his ability to lead with strategic vision and deliver high-quality services that align with community needs.

Council Honors Andrew Swadner for a Decade of Community Service
Andrew Swadner, News and Sports Director at KNIA 94.3 FM, was recognized with a Certificate of Merit in honor of his outstanding contributions to the Indianola community.
For the past 10 years, Swadner has been a trusted voice across Indianola’s airwaves, delivering consistent, thoughtful coverage of local news and sports. His dedication to storytelling and timely reporting has played a vital role in keeping residents informed and engaged, while also highlighting the work of City departments and community initiatives.
As Swadner prepares to step down from his role at KNIA and begin a new chapter, the City expressed its sincere gratitude for his partnership and impact. His presence will be missed, but his efforts will continue to resonate throughout the community.
